Program Overview

The Redmond School District's 2024 Capital Bond Program is progressing through multiple construction phases. Throughout April 2026, HMK Company coordinated final preparations for major summer projects, including finalization of contracts, designer coordination, and contractor mobilization planning.


Key Financial Highlights

Total Program Revenue: $111.6 million

  • Bond Proceeds: $97.7 million (fully received)
  • Bond Premium: $7.9 million
  • Investment Income: $6.0 million

Funds Allocated to Date: $104.7 million | Unallocated Balance: $6.9 million


Community Investment: Local Contractors

46.6% of awarded contracts ($10.5 million of $22.6 million) have gone to Central Oregon vendors and contractors, including:

  • Design/Engineering Firms: Povey and Associates, säj Architecture, Morrison-Maierle, and others
  • Construction Contractors: Pence Construction, Kirby Nagelhout Construction, Smith Rock Electric, York Bros Excavation, and more

Active Projects – Summer 2026 Construction

Redmond High School Modernization (May 2026 – Aug 2027)

  • CTE space expansion, auditorium modernization, performing arts upgrades
  • Athletics facility improvements and wrestling expansion
  • Building systems upgrades: HVAC, hydronic re-piping, LED lighting, fireproofing abatement
  • Status: Construction documents 90% complete; GMP proposal expected next period

Tumalo Community School Addition & Renovation (June 2026 – Aug 2027)

  • Three new classrooms (grades 6–8) plus dedicated science room
  • Full facility modernization and renovations
  • Status: GMP finalized; strong bidding participation; ready for June 15 construction start

Obsidian Middle School Renovations (June 2026 – Aug 2026)

  • Interior refresh: new ceilings, flooring, lighting upgrades
  • Restroom remodeling and accessibility improvements
  • Status: 90% of subcontractors onboarded; baseline schedule in development

Athletic Field & Track Projects (Summer 2026)

  • Ridgeview HS & Redmond HS: Artificial turf installation, track surface replacement, tennis court upgrades
  • Elton Gregory & Obsidian MS: Track surface replacement
  • Status: All design complete; construction begins May 26, 2026

Cooling Retrofit Projects

  • Sage Elementary & Terrebonne Community School: HVAC expansion and controls upgrades
  • Status: GMP amendments being finalized; June mobilization planned

Hugh Hartman Elementary Roof Replacement (June 2026 – Aug 2026)

  • Asphalt shingle replacement and low-slope roofing upgrades
  • Status: Contractor submittals and mobilization plans submitted

Controlled Entry Projects

  • Ridgeview HS & Tom McCall ES: Vestibule security upgrades
  • Status: Design complete; ready for construction

Program Administration

April Activity:

  • 5 new contracts established
  • 2 contract amendments processed
  • 1 change order approved
  • 31 invoices processed

Contract Summary:

  • 71 Professional Service/Design Contracts: $8.6 million
  • 26 Construction Contracts: $14.0 million

  • Roof Projects: Thermal imaging and moisture testing underway to ensure quality
  • Summer Prep: Installation crews verifying site conditions and finalizing submittals
