Program Overview

The Redmond School District's 2024 Capital Bond Program is progressing well through March 2026. The program is managing $111.6M in total revenue with $104.7M allocated across multiple projects, leaving $6.9M unallocated. To date, $12.3M has been paid out with $94.6M remaining in project budgets.

Active Projects & Status

Completed/Nearing Completion

  • Athletic Field & Track Projects (Summer 2025) – All phases 100% complete, now in warranty period
  • Hugh Hartman Elementary Roofing – Contract awarded to J.R. Swigart; preconstruction activities underway for June 2026 start

In Progress/Preconstruction

  • Obsidian Middle School Modernization – Interior renovations, lighting upgrades, restroom remodeling; Kellcon Construction mobilizing for summer 2026 construction
  • Redmond High School Modernization – Largest project ($53M); 90% complete on construction documents; bidding begins April 2026; construction runs May 2026–August 2027
  • Tumalo Community School Addition & Renovation – Subcontractor bids received March 26; moving toward Guaranteed Maximum Price (GMP); Land Use appeal hearing scheduled for April 21
  • Sage Elementary Cooling Retrofit – Mechanical contractor onboarded for early procurement; construction June–August 2026
  • Terrebonne Community School Cooling Retrofit – Similar scope to Sage; construction June–August 2026

Planning Phase

  • Tennis Court Project (Summer 2026) – Bid awarded; construction begins May 25, 2026

Contract & Local Vendor Activity

March Achievements:

  • 6 new contracts established and 35 invoices processed
  • 92 total contracts awarded: 67 professional service agreements ($8.5M) and 25 construction contracts ($12.6M)

Local Investment:

  • 42.9% of contracts awarded to Central Oregon vendors and contractors
  • $9.05M of $21.09M total contracted funds going to local businesses
  • 19 local vendors and contractors actively working on projects

Key Highlights & Challenges

Highlights:

  • Strong subcontractor participation across all bid scopes
  • Early trade partner integration strengthening coordination
  • Successful Spring Break HVAC system installations supporting summer schedules
  • Phasing plans finalized to minimize disruption to school operations

Challenges:

  • Redmond High School: Managing scope within existing building constraints while maintaining operations
  • Sage & Terrebonne HVAC Projects: Accommodating system upgrades within spatial limitations of mechanical rooms
  • Tumalo School: Land Use appeal filed by adjacent property owner regarding right-of-way encroachments (hearing April 21)

Next Steps

  • April 2026: Redmond High School 100% construction documents issued; general contractor mobilization plan presented
  • May 2026: Multiple projects commence summer construction (Sage, Terrebonne, Tennis Courts, Tumalo, RHS, OMS)
  • June–August 2026: Peak construction activity across district schools
  • August 2027: Redmond High School modernization target completion
