February 2026 Capital Bond Program Update
Major milestone month, Redmond families! Our 2025 Capital Bond Program has successfully transitioned multiple projects from design into construction and procurement phases. Here's what's happening:
Contracts Awarded & Construction Starting
Obsidian Middle School Modernization — Contract awarded to Kellcon Construction! The 100% Construction Documents are complete and the project is moving into the pre-construction phase. The District is coordinating with the contractor to plan classroom and affected space move-outs to ensure the building is ready for construction activities immediately following the end of the school year. Initial pre-construction meetings and project scheduling will begin shortly.
Hugh Hartman Elementary Roofing — Contract awarded to J.R. Swigert! Bids were received and evaluated for responsiveness and compliance. Notice and contracts have been finalized and are being executed. The project will be ready to begin construction in June.
Sage Elementary Cooling Retrofit — Construction Manager/General Contractor contract awarded to Kirby Nagelhout Construction Company! The 100% Construction Documents are complete and the CM/GC has initiated preconstruction services. Early procurement and mechanical bid packages will be released in March, with the controls contractor's design seamlessly integrated into these packages.
Terrebonne Community School Cooling Retrofit — Construction Manager/General Contractor contract awarded to Kirby Nagelhout Construction Company! The 100% Construction Documents are complete and the CM/GC has begun preconstruction services. Early procurement and mechanical bid packages will be released in March. Asbestos and lead-based paint surveys have been completed and findings integrated into construction documents.
Major Design Projects Advancing
Tumalo Community School Expansion — 100% Construction Documents complete! The project has transitioned into the procurement phase with Kirby Nagelhout Construction Company issuing contract documents for subcontractor bidding. Subcontractor bids are due March 26. The District is coordinating classroom and kitchen relocations to allow construction to begin immediately following the end of the school year.
Redmond High School Modernization — Construction Documents are 75% complete! The design team delivered the 50% CD package and facilitated page-turn meetings with District personnel. Site investigations continued during student breaks to verify existing conditions. Mechanical contractor will install isolation valves in the HVAC system during spring break to position for more efficient summer work. The general contractor continues facilitating bid walks for subcontractors to support competitive pricing and coordination.
Ridgeview High School Tennis Courts — Construction Documents are 100% complete! The design team completed final design and delivered the construction documents. The team is currently undertaking pricing exercises to finalize the bid package. Costing options will be submitted to the District for review.
Program Highlights
Strong Local Contractor Participation — We continue investing in our community with 51.1% of bond contracts awarded to local Central Oregon vendors and contractors, totaling $9 million of the $17.6 million awarded—the highest percentage yet!
Preparation for Construction Blitz — February has been busy preparing for construction including specifications, bid packages, schedules, coordination with schools, and finalizing several contracts. Nine different school locations will have construction projects this summer.
Early Trade Partner Success — Early trade partners at Redmond High School and other projects have been successfully integrated into the design review process, strengthening coordination and enabling more comprehensive system detailing and construction sequencing planning.
Financial Status — Bond proceeds have been fully received ($97.7 million). Total project costs are being reallocated and adjusted as projects move into construction, with careful budget management ensuring efficient use of bond dollars.
Looking Ahead
March will focus on subcontractor bid reviews, final construction pricing, and continued preconstruction coordination. By late spring, multiple projects will be breaking ground, making this a transformative season for Redmond schools.
