January 2026 Capital Bond Program Update
Exciting transition month, Redmond families! Our 2025 Capital Bond Program is shifting into full construction mode as design work winds down and bidding ramps up. Here's what's happening:
Summer 2025 Projects Complete
Athletic Fields & Tracks — Fully complete and in use! Students continue enjoying the new turf fields and resurfaced tracks from last summer.
Ridgeview High School Cooling — Operational! The cooling system is functioning and providing comfortable learning environments for students and staff.
Major Projects Moving to Bidding Phase
Obsidian Middle School Modernization — 100% Construction Documents complete! The project has been published for bidding with a pre-bid walk scheduled for February 11. Bids are due February 26, with contract award expected to support the summer 2026 construction schedule.
Hugh Hartman Elementary Roofing — Out to bid! The project was sent out for competitive bidding in January with a mandatory pre-bid walk held on January 28. Bids are being received and evaluated for responsiveness and compliance.
Ridgeview High School Tennis Courts — Construction Documents are 75% complete. The design team is finalizing the project with emphasis on civil coordination in preparation for final design delivery and bidding in February.
Major Design Projects Advancing
Redmond High School Modernization — Construction Documents are 40% complete! Early trade partners (mechanical and electrical contractors) completed extensive onsite investigations during student breaks to inform construction sequencing and scheduling. The design team presented progress renderings to RHS staff, showing how stakeholder feedback has shaped the design. The team is evaluating project sequencing to minimize impacts to school operations while aligning with 2026–2027 curriculum planning.
Tumalo Community School Expansion — Construction Documents are 95% complete! The project successfully achieved the 95% CD milestone and is on track to publish 100% Construction Documents on February 11. A phasing plan has been developed to address site logistics, school operations, and construction sequencing, with the District and construction team coordinating the lead-up to construction.
Sage Elementary Cooling Retrofit — Construction Documents are 50% complete! The 100% Construction Documents were submitted for permit review and District approval. The Construction Manager/General Contractor (CM/GC) services were formally advertised with strong market interest. A mandatory site walk was conducted with excellent attendance from prospective proposers, signaling strong competition. The CM/GC contract is expected to be awarded by the end of February.
Terrebonne Community School Cooling Retrofit — Construction Documents are 90% complete! The 100% CD was submitted for permit and District review. CM/GC services were advertised with strong interest and excellent attendance at the mandatory site walk. Three construction manager proposals have been received. The CM/GC contract is expected to be awarded by the end of February. Asbestos and lead-based paint surveys are underway.
Program Highlights
Transition to Construction Phase — January marked a pivotal transition from design management to scheduling, bidding, and permitting. Nine different school locations will have construction projects this summer, making coordination and communication critical.
Early Trade Partner Engagement — Early trade partners at Redmond High School have been successfully integrated into the design review process, strengthening coordination and enabling more comprehensive system detailing and construction sequencing planning.
Supporting Local Business — We continue investing in our community with 47.2% of bond contracts awarded to local Central Oregon vendors and contractors, totaling $7.4 million of the $15.7 million awarded.
Financial Status — Bond proceeds have been fully received ($97.7 million), with total project costs at approximately $103.9 million against available revenues of $111.6 million.
Looking Ahead
February will be a busy month with multiple bid openings, pre-bid walks, and construction manager selections. By the end of the month, several key contracts are expected to be awarded, positioning projects for smooth construction starts in May 2026.
