December 2025 Capital Bond Program Update
Exciting momentum, Redmond families! Our 2025 Capital Bond Program is transitioning from design to construction as we prepare for a major summer 2026 building season. Nine different school locations will have construction projects underway. Here's what's happening this month:
Summer 2025 Projects Complete
Athletic Fields & Tracks — Complete! Final finishes are done and closeout documentation has been transmitted to the District. Students continue enjoying the new turf fields and resurfaced tracks installed last summer.
Ridgeview High School Cooling — Nearly complete! All piping and heat exchangers are installed, systems have started, and commissioning and testing are underway.
Major Design Projects Advancing
Redmond High School Modernization — Construction Documents are 30% complete! Early trade partners (mechanical and electrical contractors) completed extensive onsite investigations during the student holiday break to inform construction sequencing and schedule development. Progress renderings are being prepared to show staff and students how their feedback has shaped the design. The project team is evaluating sequencing to minimize impacts to school operations.
Tumalo Community School Expansion — Construction Documents are 50% complete! The team successfully completed the 50% CD milestone with a comprehensive page-turn review with the District and construction manager. The project is on track to reach the 95% CD milestone in January, keeping it aligned with the permitting and bidding timeline.
Obsidian Middle School Modernization — Construction Documents are 50% complete! The 100% Design Development cost estimate has been completed and the scope has been refined to align with project budget. The formal invitation to bid will be drafted with intent to award by the end of February.
New Construction Projects Ramping Up
Hugh Hartman Elementary Roofing — Construction Documents are 98% complete. Final design package has been delivered for review, and the formal invitation to bid will be issued with intent to award by the end of February.
Ridgeview High School Tennis Courts — Construction Documents are 30% complete with updated bidding schedule in preparation for bid and award in early 2026.
Sage Elementary Cooling Retrofit — Design Development is complete! The 100% DD package was finalized and presented to the District. Three construction manager proposals have been received for evaluation, with the CM contract expected to be awarded by the end of January.
Terrebonne Community School Cooling Retrofit — Construction Documents are 75% complete! The 100% DD package was finalized with cost estimates confirmed as aligned with budget. Three construction manager proposals received, with award expected by month's end. Asbestos and lead-based paint surveys are underway.
Program Highlights
Communication is Key — With nine locations having summer construction, the District is prioritizing communication with user groups to ensure projects are completed before the new school year and keep buildings and occupants safe during construction.
Supporting Local Business — We continue investing in our community with 48.4% of bond contracts awarded to local Central Oregon vendors and contractors, totaling $7.4 million of the $15.2 million awarded.
Financial Status — The program remains on track with total project costs at approximately $103.9 million against available revenues of $111.6 million.
Looking Ahead
December marked a pivotal transition—we're shifting from design management to scheduling, bidding, and permitting. Early trade partner engagement is underway, construction managers are being selected, and permit submissions are on the horizon. This positions us for a smooth and efficient construction season launching in May 2026.
