October 2025 Capital Bond Program Update
Exciting progress, Redmond families! Our 2025 Capital Bond Program continues to advance across multiple projects. Here's what's happening this month:
Summer Projects Wrapping Up
Athletic Fields & Tracks — Now 98% complete! Contractors are resolving final punch list items at both high schools. Track striping is complete and final finishes are underway. Completion expected in November.
Vern Patrick Elementary Roofing — Substantially complete! The contractor finished punch list items including sheet metal flashing and gutter detailing. Final closeout documentation will be completed in November.
Ridgeview High School Cooling — 95% complete! Piping installation and heat exchanger installation are finished. System startup and testing will begin in November. Note: Full chiller testing will occur in spring 2026 when boilers are shut down.
Major Design Projects Moving Forward
Redmond High School Modernization — Design Development is 50% complete! The team is deep in estimate reconciliation and value engineering to stay within budget. User group meetings are scheduled throughout November with teachers, coaches, and students to gather feedback on CTE spaces, athletics, and performing arts improvements.
Tumalo Community School Expansion — Design Development is complete! The project has reached 100% DD milestone and is moving into Construction Documents phase (25% complete). Cost estimates are aligned with budget, and an energy study is underway through the Energy Trust of Oregon program to identify efficiency measures and unlock rebate incentives.
Obsidian Middle School Modernization — Design Development is 50% complete. The team is working on generator replacement recommendations and refining MEP consultant recommendations for restroom and lighting upgrades.
New Projects in Early Design
Three cooling retrofit projects are advancing:
- Sage Elementary Cooling Retrofit — Schematic Design complete; Design Development is 30% underway
- Terrebonne Community School Cooling Retrofit — Schematic Design complete; Construction Documents phase is 10% underway
- Hugh Hartman Elementary Roofing — Design phase beginning with detailed scope development for both steep-slope and low-slope roofing areas
Supporting Local Business
We continue investing in our community with 49.7% of bond contracts awarded to local Central Oregon vendors and contractors, totaling $7.3 million of the $14.6 million awarded.
Financial Update
The program remains on track financially with total project costs at $103.9 million against available bond and premium revenues of $111.6 million, providing appropriate contingency for project success.
